When building mono components from most source tarballs we use pkg-config which
specifies exact paths to dependant assemblies. We supply the -noconfig option 
to the compiler so it doesn't go off and look in the GAC.

I'd dearly love there to be a good set of debian packages for mono and
monodevelop that I can install without building the whole mono-world.

Infact, even a binary distribution into /opt including all the other libs like
gdiplus would be great.
