AFAIK:
* MonoDevelop can only debug apps on the local machine, Mono Tools for
Visual Studio supports debugging remote Linux/Mac machines from a
Windows machine.
* MonoDevelop can only create buildable source tarballs or archives of
binaries, Mono Tools for VS can create RPM packages and SUSE appliance
images.

Of course, there is a free trial, and MonoDevelop is free, so you can
try them and see which is right for you.
