Again: You don't need MonoDevelop to RUN mono apllications on windows.
GTK#/mono apss run on windows when mono is installed.

MonoDevelop is an IDE/Editor to write code. But you can write code with any
other editor as well.
So there is no reason why you shouldn't use mono/Gtk# to write apps for
windows.
