You don't need MonoDevelop to port your application. Just compile the
binaries on Windows and run them on Linux.

try looking in http://www.monodevelop.com

MonoDevelop has never really worked on Windows, only in experimental
builds.

There are no plans right now for making MonoDevelop run on Windows, so I
can give an estimate.
