[Mono-osx] Mono/OSX and .msi files

I really apologize for the level-0 of my questions, but, well, I have  
the source now (http://jaist.dl.sourceforge.net/sourceforge/okapi/ 
OkapiNETSource-R00002.zip).

I unzipped it and found plenty of subdirectories and files etc. Now,  
how do I make that into an application ?
