[Mono-dev] Is it currently possible to achieve this in Moonlight?

Both are supported.

Not supported, not likely going to.

Supported.

You can not cut the file, you only have read-only access to it;

Not supported, and wont likely support it in the future either (it
basically requires encoding support, which is not even available for
Moonlight).
