[MonoDevelop] MonoDevelop 2.8.6.3 Error on VB Net project creation

Hello,

I'm running MonoDevelop version 2.8.6.3 under Ubuntu 12.04 LTS. When I 
try to create a VB Net program I get an error and the project will not 
load. The error is "Project does not support Framework ' . Net 
Framework= v 4.0'". What am doing wrong. I need to write VB stuff to run 
under Ubuntu. That was why I installed Mono.

I've read that since Mono is a"core" element in Ubuntu and that other 
apps depend upon it that it shouls not by upgraded. In addition there is 
no V4.0 package available for Ubuntu.

So how do I fix my problem?
