[MonoDevelop] new to Mono

Hello, I am new to Mono.

I was planning to develop a WindowsForms application in (vb.net) for
multi-platform purposes.
The website tells me that net framework 4.0 is required.

I have installed Mono 2.10.8 for Windows and MonoDevelop.

When i start MonoDevelop i can only choose for ASP.Net under VB.
is it not possible to develop a Windows Forms application in Mono?

When i try to start an ASP.net application it says:
project does not support framework .NetFramework;Version v4.0

??
