[MonoDevelop] MonoDevelop 2.8: Project does not support framework '.NET Framework, Version = 3.5'

This is the message I get when I try to load any existing solution into the
new version of MonoMac. I could not find any reference to the message in the
help or Google.

And I cannot even figure out where I would tell a solution which framework
version it should support.

What am I doing wrong?
