[MonoDevelop] MD 2.4 + valabindings on windows : the project is not built

Hi Carl,
The Vala binding isn't supported on windows; that's why it's not
included in the installer.

There's not much logging - you can grab the code from monodevelop.com
(or http://github.com/mono/monodevelop ) and investigate...
