[MonoDevelop] MonoDevelop does not stop on a breakpoint

Please delete your "bin" folder entirely and you should not need to
create a "debug" folder.  MonoDevelop will create them as needed.  If
this still doesn't help please ensure you've got the latest Mono and
MonoDevelop releases.  Then you might want to start testing with a
very basic console app and see if you can debug it.  Scale up from
there.
