[MonoDevelop] Why does MonoDevelop require .Net 4 on Windows?

.NET is installed on many more Windows PCs than Mono is. That's why.
Besides, personally, I see the fact that MonoDevelop runs on .NET in a good
light: it highlights the high compatibility level between Mono and .NET.
Ensuring MonoDevelop runs with .NET let the Mono team fix a couple of bugs /
compatibility issues in Mono.
