[MonoDevelop] Why does MonoDevelop require .Net 4 on Windows?

According to MonoDevelop download page for 2.6 beta 2 to run MonoDevelop on
Windows you have to have Microsoft .NET Framework 4.0?  This seems crazy, if
I am a Mono developer and I want to use only Mono on Windows and MonoDevelop
is created by the Mono group why do they not use 2.10.x?  

Seems like MonoDevelop should work against the latest Mono 2.10.x, what does
that say about MonoDevelop and the Mono Group confidence in Mono itself on
Win32 if they don't use it themselves?
