[MonoDevelop] Can't Run/Debug. Huh?

I can remove the entire ~\AppData\Roaming\MonoDevelop directory,
uninstall MonoDevelop ENTIRELY, reinstall it from the msi, and I still
can't Run or Debug anything.  I am going completely insane, here.
