1 :: I do not think it/this is "easy" ;o)
2 :: What is "PPA" ?
3 :: Who is "responsible" or "tasked with", for providing *.deb package for
"Karmic Koala" with the latest Mono + Mono IDE inside ?
Why is there no official *.deb with Mono Develop 2.2.*, already ? I
understood 2.2.2 is stable release ?
4 :: Am I on the wrong mailing list ? Is there an Mono "official" ready to
explain ? To direct newcomers?

Unless you want to compile from sources, it might not be as easy as you
think. I believe the regular repositories for 9.10 have 2.0 available.
What I did was to use the Monoxide PPA:
https://launchpad.net/~directhex/+archive/monoxide
This will give you Monodevelop 2.2 and the instruction for adding the PPA
are one of the clicks in the link above.
