[MonoDevelop] Stacking Widgets (Z-axis) and showing widgets on mouse-over

I am trying to display a background image in a window that lies underneath
all of the other widgets.  However, after I place an image in the window
with MonoDevelop, I am unable to place any other containers on the window. 
I have been able to make a hack where I place a fixed container in the
window and I have been able to place both an image and a fixed container
within the parent fixed container, but this does not seem appropriate.

I am also trying to hide the menu bar and have it appear when the mouse
moves over the area where it would normally be.  I have been able to make
the menu bar invisible when the mouse leaves the widget, but I can't make it
reappear.
