The release notes list the dependencies for MonoDevelop.

I don't know to what extent running on Windows is supported.  Perhaps
somebody else can answer that part for you.

If you have trouble getting MonoDevelop to work on Windows, I'd highly
recommend SharpDevelop.  It's another great open source .NET IDE, and
it is designed to be run on Windows.
