[MonoDevelop] Requirement to register at Novell considered harmful

I have to sort of agree. However there are always such people who
complain such small things, and those who _actually_ stop bug reporting
because of such small things wouldn't also try to create small
repro for bugs. So the negative effect is very small.
Just for record: old bugzilla often had some email delay, and I
believe most of bug reporting services have such experience (and
there are always certain amount of people who are tempted to say
the delay is not at his or her side).
