[MonoDevelop] Process for Monodevelop on Win32

You can use cygwin to build mono, gtk#, and
MonoDevelop.

Do not use any Atk, Glib2, Gtk2, nor Pango stuff from
Cygwin.  The installers below use native win32 stuff
from places like www.gimp.org/win32 and ftp.gtk.org
and ftp.gnome.org.
