Gideon de Swardt was developing one a while back. I don't know how
many of the features you want it has, but he'd probably appreciate any
additional work you want to do on it. The most recent last mail to the
list was http://lists.ximian.com/pipermail/monodevelop-list/2006-August/004433.html
and this has a link to the code.

The GUID addin looks useful. I'd say it's a bit lightweight for an
addin, so it might be nice to have a larger addin containing a bunch
of similar utilities (hint hint ;-) ).
