I also wish it was simpler, but I don't think this is overly complex either. At least this hack allow us to translate the Welcome Page and hopefully any other XSL's  in the future. The one advantages I can see with this hack is that actions and links are now specified in the xml document, so it is very easy to add/update actions and links. In a sense it just making the break, so that the xml specifies the content and the xsl specifies the layout.
