[MonoDevelop] Web References Update

Thanks Lluis and Rafael

I had a look into the ProjectFolderBuilderExtension class of the Gtk AddIn,
and noticed the code in the GetAttribute override method. Will implement it
this week and hopefully will have an alpha version available of the plugin
toward the end of this week, which will allow you to add and update web
references. Will keep you posted of my progress, as always.
