[MonoDevelop] CSS Editor

[Buddy Lindsey]

Yea i have a connection problem sometimes i can reconnect to IRC when i drop
sometimes i can't.

I would be willing to help make a CSS editor, but i don't have very strong
C# skills.  However, this is a great time to learn.

It also might take me a while longer to do it than others because i have a
serious learning curve of how to implement it into monodevelop.
