A bug that makes MonoDevelop useless for most of users.

Sure, there are a lot of things people should be better at. Filing bugs
is one of them.

I think there is no need for formal rules in the current status of the
project. Bug severity is an important criterion which is taken into
account when deciding to do a release, but it is certainly not the only
one.
