Yes it would. Propose it to the LSB people. They sure have a mailing
list you can join.

I can see your point. Propose it to the LSB people. The worst that
would happen is that they will ignore it. Next worst thing, they could
consider but reject it. Or, they could approve it, with perphaps
another directory. Any way, they will never hear of it if you don't
propose it through the proper chanels.
Just yesterday I run uppon a Delphi/Kylix community project. It was a
very large project with a great following. It started out just because
somebody complained about having to wait on Borland to do anything.
They organized themselves and set everything up in less than a week.
They might just be awaiting for your idea. If I where them, though, I
wouldn't choose ~/.config/, but rather a new top level directory that
didn't belong to anybody. That way it would save them of the fixed
noise "but why use that one, why not choose mine instead?".
