Where can I report bugs for Windows.Forms, is this forum the correct place?

Also there should be a line to define a performance problem as a bug, and
this line is when related item is really not usable because performance, if
I assign 50 records datasource to a DataGridView I must wait 1 minute (100%
cpu use in this minute). I think DataGridView do lot of text measurement
calls, I don't know the internals but if the DataGridView is usable for
other people, maybe this is not happening on other machines (video driver
problem?).
