[Mono-winforms-list] patches for Win32 API libraries

Ummm yes parts of WINE and Mono will be or already on a Windows OS. I work on WINE and Mono only
because of my work on the ReactOS project. Please save myself and anyone else time by using as few
WINEisms and Unixisms as possible as large parts of your code may find there way back to a Windows
like system.
