[mono-packagers] Packaging mono and monodevelop

We are ok with this slight confusion for the next couple of months, since
it is temporary.

This is a call to the mono developers / Xamarin to change this and to

We do make mistakes every once in a while, this seems an area where we keep
dropping the ball.
