[Mono-osx] Mono not installing in 10.11 El Capitan

A couple points:
1. At this moment, the page http://www.mono-project.com/download/ says that
the latest version is "4.0.4 SR 4 El Capitan hotfix (4.0.4.4)", however the
"Download Mono MDK" button points to
http://download.mono-project.com/archive/4.0.4/macos-10-x86/MonoFramework-MDK-4.0.4.1.macos10.xamarin.x86.pkg.
2. Changing the URL manually to point to
http://download.mono-project.com/archive/4.0.4/macos-10-x86/MonoFramework-MDK-4.0.4.4.macos10.xamarin.x86.pkg,
I attempted to install it under OS X 10.11.0, and mono is still not found in
/usr/bin/ and thus is reported as not installed by some software that is
looking for it.
With previous Mono versions, I had been getting messages in Console like
"kernel[0]: Sandbox: ln(1270) System Policy: deny(1) file-write-create
/usr/bin/mono", however I don't see those now. But the result is the same,
which is no Mono binaries in that directory. As far as I have read, SIP
prevents that directory from being modified, but /usr/local/bin/ is still
writeable....
