[Mono-osx] Create Mac Installer - missing menu item

It's now part of the project options itself. You're lucky you went straight to 3.02; it was broken in 3.01 so that you could not bundle mono assemblies in the distribution.

Right-click on your project and choose options; Mac packaging is a new option.
