[Mono-osx] Import windows registry file (.reg)

Mono's implementation of the registry is not supposed to be a full
replacement for the registry, but some kind of minimal stub to ensure the
absence of registry doesn't prevent applications from running. But IIRC, it
doesn't save / persist anything.
