[Mono-osx] Win form will not quit from dock. You must do 'force quit'.

Hi again,
I just tested this issue again in Mono 2.4.  The issue that was supposed to
be fixed for a 2.4 Target appears not to have been fixed.  I was afraid of
that when it did not work in RC2.
I tested today on Mac OS X 10.5.6 and a c# Win form application will not
quit automatically upon a restart nor will it quit when I click 'Quit' from
the Apple dock icon.  I must do a 'Force Quit' in both cases.
