There isn't one tool really  there are often dpkg scripts that can invoke to
re-configure a program, but not always.

If you are running servers for a company ubuntu-server gives you the whole
long-term-support stuff that debian doesnt, that said, debian for me tends to
be a shade more stable (if less new).

I started out in the linux world on redhat and mandrake, and discovered debian
after a couple of years and havn't looked back (and now it's 12 years later).
