[Mono-list] monodoc Mono Handbook not found?

I have the downloaded monodoc and when I run it I cannot get the Handbook to 
load. All I get is:

Unhandled URL
Functionality to view the resource root:/monohb is not available on your 
system or has not yet been implemented.

Perhaps it's not implemented? I can get it (sort of) online. But the online 
docs are really slow to load, and most of the links do nothing. I click them 
and I get nothing at all. 

Any ideas?
