There has been a lot of progress lately with a native widget theme for Gtk+ 
(the underlying toolkit for Gtk#) on Windows, so that the Gtk widgets are 
themed properly on Windows XP (and others).  And I don't know what you mean by 
"native widget performance," but that *really* sounds like a red herring here.
