[Mono-list] Ncvs can't connect to mono cvs repository

The last time I tried NCvs, it more or less didn't work at all. I got it to
work in a few rare circumstances, but it usually failed (sooner or later)
with bizarre errors. This was on Windows against the MS .NET runtime, so I
don't think this tool is ready for prime-time yet (on Windows, I either use
the CVS command line tool, or TortoiseCVS).
