[Mono-list] Building mono cs compiler

There are binaries in the the cvs in /mono/runtime/ , but they are nearly
always out-dated.
If you use them mono will throw an error.

They could be updated more often, I don't know why they aren't.
If there is no reason, I could check them in, say once a week or so (or
daily, but this might be to much traffic).
