[Mono-list] Is MONO really for Linux?

Your download web page says:
"In order to make mcs and the class libraries you will need a computer
running Windows with the GNU make tools from the Cygwin environment,
Microsoft's .NET Framework SDK, GLIB 1.3 and pkg-config."

The Cygwin is an UNIX environment on Windows.  Also, Microsoft's .NET
Framework SDK has quite a few tools that runs on Windows.  I was in
impression of MONO running on Linux, but by the above descrition, I am not
sure if it is really for Linux.  Am I missing somethig big here?  Can you
please clarify it for me?  Also, if it really runs on Linux, would you
please give me a list of items I need to download for just Linux
development?
