[Mono-list] Initial cut of System.Xml.Serialization

Ok, I dropped the classes into mcs and everything seems happy except for
System.Xml.Schema which has some dependencies on System.Xml.Serialization which
I will try and satisfy.

If what I'm doing is correct (make test in mcs/class) all the Xml tests are
succeeding.
