You basically can plug any "transport" that you want (SOAP being just
one of them, IIOP being another way you could encapsulate the data if
you choose to).  

For *web services* (worth repeating: *web services*) the best choice
is SOAP because it is easy to understand from the security stand
point, the interactions are simple, the protocol to be used is simple,
works well across the internet.
