[Mono-list] External API Documentation (was: ECMA compliance)

Folks,

A few random thoughts:

	* Assuming external docs, should there be a separate
	  XML file for each locale?  This seems to make the
	  most sense, as it avoids all the concurrency problems
	  of multiple translators working at once.

	* It seems that, assuming development of a reasonable
	  schema, it'd be pretty easy to write a tool that munges
	  through the corlib and generates external documentation
	  stubs.  Is this a good idea?
