I believe the reason for not wanting to use GFDL is that debian
considers it non-free and won't ship packages with it. It's rather
silly for that large group of linux users to not have mono documentation
available to them, so that is why X11 or something similar is a good
idea.
P.S. I don't use debian so I am do not know why they consider it non-
free
