So, the arguments will be generated through reflection.  Basically, I think 
the external xml should only consist of tags that _can't_ be generated 
through reflection plus just enough tags to identify the type.

Don't really have an opinion on this, just so that we have a standard and 
stick to it.  Also, we should think about where the reflection based xml 
should go and if the docstub tool should also stub out the xml tags for the 
external documentation.  Not sure how i think about this, but it is an 
option.  The tool would have to check for existing external docs and generate 
only in the absence of said external docs, so we don't overwrite ;-)
