[Mono-dev] State of TLS, SslStream and HttpWebRequest support in Mono

Mono's managed TLS implementation will have it (crypto coming from
BouncyCastle)

The other options (ModernHttpClient, CFNetworkHandler) already support it,
because it is the OS that has the support.
