I think Mono Core team can decide. I think they are in perfect
position to do it.

I agree.
Also we do not have sufficient documentation for most of the
components of components, specially from point of new contributor. A
lot of documentations are spread across the blogs of team members. We
need to bring it to one place. We also need to up date existing docs
as well.
