[Mono-dev] We should add Novice bugs tag in bugzill to new contributer

Who should decide about the difficulty of an bug?

I would expect that this decision can be made mostly if the bug is resolved.

To attact contributors it might be helpful to write down directions to
parts of code with an lower learning barrier.
