Is anyone aware of any previous projects to implement monodis using Cecil? Is there anyone that I should talk to regarding this? Or should I just fork on GitHub and get cracking?

I'd say just fork and get cracking, I know I'd love to have a fresh
new monodis :)

Keeping options and output are the basic requirements, indeed. I
suggest pushing to github often, if you have any questions you can
always post here and point us to your code, or pop in on irc and poke
people there.

Regarding GSoC, there's always the possibility of getting a student
working on that, but don't let that stop you, it might or might not
happen. It's still very early in the soc process, we can cross that
bridge when (if) we come to that.

Have fun!
