[Mono-dev] Turn olive project into incubation project for mono

There is no need to incubate code in Olive, it can be incubated  
anywhere.

Code.google.com, github, or any other site.

So far Olive has been used to incubate the 3.0 assemblies, I am not  
convinced that this should be extended as a general purpose incubation  
system.
