This seems like it is a packaging issue involving the threading model  
used by Apache.

I bet that what is happening is not only that one module gets swapped  
out for the other, but you also get a new Apache installation.

That is one of the oldest discussions on Usenet, one that can be  
tracked back at least 10 years, and we are not going to be able to  
resolve that dispute now.
