Debian ships their own package, and we do not want to end up in a
position where our packages conflict with Debian ones.

So we are switching to a new process, where we are engaging with
downstream packagers, they will get early access to our tarballs, we
will get their patches and track distro-specific patches into Mono
directly.

That way everyone wins: you get high-quality packages by the maintainers
of each group.
